Yes he is my family friend that is why he is not willing to share it with me, So, I got one more question, if CIC send my application back to me, does that mean that they started working on my application or no? Because my AOR is not generated yet, Now, what is the situation, if I will send a new package instead of the old one on the basis of my Full time employement in ontario? How does that sounds? will it be ok to do so, because I think that they have just checked the documents and send me the list with remaining documents.

As DigitalDestiny said, you'll have to send a new application. Check your return letter if Ontario gave you 30 additional days to resend the application, or if you're still within the 45 day window post-PT notification (this was my case when OINP returned my package). There have been people here who made a new EE profile and they were able to get a new 45-day window for OINP, but again, this is purely by chance.
Well, if you're employed in Ontario full-time, I almost think you don't need that family friend. They tend to call Ontario employers for verification or have you submit the last 6 months of pay stubs though.
