Well, I think in some cases it drags even 80-90 days (!!!) The express entry draws anyways may not be held before August so I guess the longer timeframe is still okay. In my case my IELTS score will expire in August and I doubt I will be lucky to have the PNP points added and the draw also happening. Anyways always hope for the best! BTW my IELTS was CLB 10 (Listening 9/Reading 8.5/Writing 8/Speaking 7.5)
With the current situation, delays are likely to happen, but there's no harm in hoping and praying that things move fast. I'm too dizzy with excitement right now. It's a big step and my unfounded calculations tell me that I'll have an ITA by mid-August if not earlier.

Yes, you are right about the system.

Now, the fact is that a considerable amount of candidates in the pool have English CLB 9 and French CLB 7, which sits them at the 500+ CRS score.

Why Ontario is picking candidates in the 455 - 467 is that, they either think these candidates are good enough for our standards but possibly not good enough to be invited in a FSW draw, so lets invite them. Or, they are picking the best French to English candidates, but they may lack education or experience and such.
It was on Dec 23, 2020 when the last draw of all programs category was made and the cutoff was 468. Ontario used to maintain their selection to be one point lower than the federal EE cutoff but they didn't realize that there had not been an all-program draw for a year and that they had left out a large number of better-qualified candidates until February when they removed the 467 cutoff for certain programs temporarily (though they got the 467 cutoff back after the recent announcement of the all-program draws' return in July 2022).

Just to confirm for everyone - There is no need to put French as your first language to be selected for OINP French stream. If you have CLB7 in French and CLB6 in English, you are eligible. It doesn't matter if you put English or French as your first language. Of course, your CRS score must be in the range for the draw. I have received the NOI when I had put French as the second language (CLB7) and English as first (CLB9)

English CLB 9 and French CLB 7 how did you get an invite ? That combination is a 500+ CRS score.

Still, I can't seem to place you in the 460 - 467 score range. As per the tool you seem to be placed at 452 points.

Either way, good luck on your journey.
