I don't think they are sending confirmation email to everyone. As a general rule of thumb, neither CIC Buffalo nor Ottawa nor Local Canadian Consulate inform applicants of receipts of any documents, but after some time, say 1 or 2 months have passed after you have sent them, you can send them email or a fax to inquire the receipt of the documents. In such instances, they will reply back. Fax numbers and email addresses for each location or processing unit of CIC are posted on their respective websites.
