First I will advise you to relax, your file is OK. The processing time for outland applicants is usually longer than that of inland applicants. Secondly, it is a known fact that having dependent(s) also adds to the delay.
I would have recommended you apply for GCMS Note if you were inland, but there's possibility you receive your PPR before you the note.
I'm also a January 15, 2018 applicant, with an outland dependent and still awaiting PPR. So you are not alone.
Let's see what happens before the end of this month.

I did call the IRCC and the agent told me that background is in progress and Security Not yet initiated.Thanks for replying ... Did you contact IRCC or your Visa Office??
