They are cuurently and finally reviewning my file and reworked my background checks. I am not sure what's the meaning?reworked my criminal? or started security checks? I need to call them tomorrow ask why reworked.

I got email from CIC... the delay of over 19 to 24montha has cus me to be out of status.. Today they are requesting for Procedual Fairness letter and sch A for me to explain why I didn't leave Canada when my work permit expired, I missed the Restoration time. I have 30 days to send my explanation befor they make a decision... sign.. am draining emotionally
 
So it’s been 20 month yesterday since I apply all assessments passed on may 24 and medical has been extended, I called CIC and they told me you just need wait, it’s could take days, month,YEARS!!! So I make an appointment with local MP on Tuesday, he said will try to do something, hope it’s going to help..

I am waiting for MR from July 2018. Is there anyone(NOC 0423) who is waiting for MR from Singapore visa office or got PPR?

First I will advise you to relax, your file is OK. The processing time for outland applicants is usually longer than that of inland applicants. Secondly, it is a known fact that having dependent(s) also adds to the delay.
I would have recommended you apply for GCMS Note if you were inland, but there's possibility you receive your PPR before you the note.
I'm also a January 15, 2018 applicant, with an outland dependent and still awaiting PPR. So you are not alone.
Let's see what happens before the end of this month.
Keep fingers crossed.

I did call the IRCC and the agent told me that background is in progress and Security Not yet initiated.
As per the children's education, the choice is yours, but I will advise you to be optimistic.
