Hi all
I was getting ready to apply for Canada for permanent residency.
I got a couple of unofficial news that there have been changes to the qualification/skills and that Only people in Managerial/lead positions are eligible.
Is this true?
Are the Software Systems Analysts or Programmers/Developers not eligible anymore?

Please provide me with a confirmation of this.

Yes. It is not unofficial. As per the NOC list there is 0213 for IT which is for Managers (Computer managers, project managers etc). It mainly depends on your job duties. Check out the first link and it shows what job duties/responsibilities will let you qualify.

PS: Ironically, even though 0213 is for managers, when you come here you probably won't get a managerial job. You will have to start with a software developer or so.

Questions:
My current Title is Senior Systems Analyst but I have to be involved in some of the Managerial tasks mentioned on the first link. Will my Title qualify if I have that in the Resume?
And also, how and when do they verify if you have been in a Managerial Position?
Also, what does this in the first link mean?

What ever you mentioned related to your job duties, it should be supported by refer letter or exp letter from your employer.
This is how they verify and in some case they may contact employer...

Advice - if you have exp under 6 yrs,, I am not sure how you will support and get exp letter with duties mentioned in NOC 0213.. now days CHC/CIC also look how true the exp is .. I mean if you have just 5 or 6 yrs of exp.. the IO/VO may think that exp is either less or not accurate.

As mentioned above by blueboy, we may end up doing system analysis job .. but thats a different story

What if I am able to find a job(a non-Managerial position) in Canada and then start applying.
Would that takeout the Managerial position verification since I will have a job offer in-hand?
Is that the best way to approach?

If you manage to find a job in Canada, you do not have to satisfy the NOC 0213 requirement.

Management experience is required to qualify under NOC 0123. You might highlight your leadership experience as a lead. Good luck!
 
I first want to see how good is the market and if I can get a job as that will actually make my future life easier as I will already have a job.
As a second option I will try applying by mentioning my lead activities at Job.
