Note that it says "who arrive in Canada this year". Many of the people who receive ITA this year, will land in 2016.

I think @jickson is right. Consider 2 months application period since ITA issues + 6 months process time + 6 month max landing time (I know the first bunch of people got PR in 2.5 months, but there were much less for CIC to process). Those who gets ITA in July will get PR confirmation and land as soon as January 2016.

Many people who received ITA are currently working in Canada, for them the process can be completed in 2015. Not sure about applications received after June though.

And one also needs to look at realistic picture. Express Entry is an open system, anyone can apply. I've seen people with 280 odd points waiting in the pool hoping to get an ITA. It seems there are potentially hundreds of thousands of applicants in Express Entry pool.

But CIC has a specific quota target to keep numbers within that limit. So going by % doesn't really make sense.

Realistic way of looking at it is that most people with good score will have their turn, sooner or later. People with poor score, are likely to struggle. It seems in all draws about only top 1% of the applicants are getting an ITA!

It is difficult to predict anything accurately, but in my own opinion, yes 400+ is a good score!
