I was in same situation two weeks ago so this might take up to couple of weeks in some rare cases it can take up to a month or 2.

Does completetion of all activities on tracker (language, phsyical presence, background) indicate decision made ? My tracker shows completion of these activities, I am waiting for Oath date as I completed my exam on July 2nd.

DM will be updated in ecas(https://services3.cic.gc.ca/ecas/viewcasestatus.do) . now where you are looking will in-progress till OATH is completed.

Its so weird how different timing for the ppl is. I passed my test on June 11th, June 14th it was changed to "completed" in the system and no sign of life since

I agree. Passed the test in April, all outstanding items switched to complete (except the oath) and Decision Made shows in ECAS since July 12th.

How in their mind is it less work to not let everyone who has DM know about the oath date? Why on earth do they not want those obviously finished applications finalized?

It simply beggars belief, if anyone was this slow and unaccountable in any other job they would be fired.

Yes, if everything but oath is set to "Completed", this is "Decision Made" (you can find the "Decision Made" status on ECAS).

Very likely yes. Check your email too, in my test invite email it has MTL (Montreal) in the subject and the Montreal office is handling my application.
