It probably means that the VO had logged in and checked your account but made no changes to it. That's what I read in one of the posts here

This is what i found on CIC website, maybe the same is affecting study permit applicants too

Yes, ive applied for TRV, but maaaaybe it is the same issue that is affecting TRVs as well
