Deferral is not always allowed. It's the discretion of the Program Coordinator/Graduate School and/or research supervisor if they'll let you. Admission is very competitive so if you're with McGill, UToronto or UBC, go for the visa now.

With the ongoing strike in all Canadian embassies throughout the world, I think you cannot have an approved visa in just a month. Also try applying to other more reputable universities for Winter 2014 if you decide to defer.
