As canuck mentioned, applying online for OWP is only for those who have received AIP status, not before. If you wanted to apply for OWP before AIP, it had to be submitted by mail only, preferable with the PR application same time.

11 months is how long it took to process 80% of apps, which means that 79% are done faster than that. The average is around 8 months.

You can pay the fees now; they are the same whether you decide to apply inland or outland. The fee receipt is good evidence when returning to Canada that you guys are following the rules by applying for PR

Applicants who have already submitted an application for permanent residence under the SCLPC class but have not yet applied for an open work permit should complete an Application to Change Conditions, Extend my Stay or Remain in Canada as a Worker (PDF, KB) (PDF, 452.86 KB) form [IMM 5710], include the appropriate fee, indicating that they are applying for an open work permit, and submit it to the Case Processing Centre in Vegreville, at the following address:

CPC – Vegreville
WP - Unit 777
6212-55 Avenue
Vegreville, AB
T9C 1X6


That applies to me, as we have submitted my PR application already but haven't received my AIP. Is this all that I have to do? Fill out that one form and pay? Please advise. Thanks!

Notice that it says to mail it to Vegreville. No mention about applying online. So yes you can apply for OWP by mail to Vegreville if you have not reached AIP status. Make a note on the form or envelope to say that you have AOR and want to apply under the pilot OWP program.

That's fine. There is absolutely no need to say "do not process until AOR". They will check the status of your file and know when to process it.

How is this any difference from suggestions made to write "do not process until AIP"? CIC could look at the OWP and return it saying apply when AOR is reached instead of holding on to it until AOR stage.

Because AOR is not required. CIC will look at the OWP, see that it's for an SCLPC app and treat it accordingly. They will not return it.

I thought AOR is the trigger to get OWP much like AIP was the trigger before the pilot program.

Some on the forum have speculated that the OWP will be issued at AOR but if you have a look on the website, there is no mention of AOR.

Have you tried looking in their Operation Manual on this as well? What says on the website doesn't always lay out the full procedures. The OP Manual will likely spell it all out how OWP is issued under the pilot program.

As far as I know, the manuals have not yet been updated. It usually takes at least a few weeks and sometimes a few months for CIC to update the manuals after a change.

I have called CIC on different days this week, and both agents told me AOR is not needed. just state in the letter (together with the OWP application) that an application for sponsorship has been submitted, state the date when it was submitted, as well as the sponsor's UCI if applicable.

They haven't even updated the manuals to reflect the apparent change from September, indicating legal status is now required for an applicant.

I guess they'll get around to it...eventually...after their smoke break and donut(s).
