They cannot cut the program until they pass a new bill from parliament just like FSW pre 2008 applicants. I don't think they will do this for few thousands applicants in processing....
They might cut/change this program for future applicants like for Alberta PNP program for US H1B holders. In that case they clearly indicated that they would not entertain applications in this category post marked after some date of 2010
PNP CPP-Ottawa was anticipating a delay in QA project as Ontario were advertising and hiring new officers for this program a while back ago. It was difficult for them to predict time for very first batch of applications. That is why they indicated in the letter for additional docs
"We regret to inform you that we are unable to provide a precise estimate of the additional time required to process your application"
Furthermore, selection criteria cannot be changed in the middle of processing and it would be the same when you applied for PNP otherwise it would lead to discrimination...
Keep your hopes high and give CIC two months more as we know they have queue for every stage of processing. Hopefully we all see positive outcome.

Does that mean that they will cut the program just like FSW back in 2008?
Then the logic confusing me is how can ON PNP office still accept applications and state that the program is not changed.
If yes, they will lose all their credits and no one will believe in provincial office anymore.
Then maybe they will do it moderately like u are granted nomination. But if before PPR, u have not found a job then you will be denied PPR.???
