On one hand, when you apply inland PR you need to declare your dependents who are outside of Canada. You need to provide some of the documentation CIC will request. Once you are approved as inland they are in a way eligible to be sponsored in the future if they <19 yrs. On the other, you need to make sure that you submit application for them before they turn over 19 years which is the new law otherwise they will not be eligible to be sponsored in the future. I will double check myself again in 3 hours about this then I will confirm it in another post since I just wokeup now.

In our case, application is under live-in caregiver program and my wife is the SPONSOR and I'm the PA. She was already granted PR last Dec. 1, 2015 and at the same time received an email from CPCV regarding on how and where to submit our Passports and photos. The details of the said email you can find it below. My questions are:
1. Should I wait for the VO to send me a PPR before sending to them our passports?
2. Thus it indicates that everything is now clear and good to go?
3. Are our file is near for visa stamping?
4. and last, what is the time frame of receiving our PP with visa in it.

INSTRUCTIONS FOR SUBMISSION OF PASSPORTS AND PHOTOS FOR YOUR DEPENDANTS TO
THE CANADIAN EMBASSY, MANILA
In order for the application for permanent residence of your dependant(s) residing in the Philippines to be
finalized, the following documents must be submitted to our visa office in Manila:
• On a separate sheet, provide the mailing address where your dependant(s)’ passport(s) can be
returned by courier collect, telephone number(s) and e-mail address.
• Original passports for all of your accompanying dependants who reside abroad. Please remove
passport jackets/covers.
• Two recent identical passport photographs of every accompanying dependant family member.
Your dependants must submit their passports and photos in an envelope with the application number
(found on the top right corner of the first page of this letter) written very clearly on the outside through
either of the following options:
1. Visa Application Centres (VACs)
2. Courier To:

Philippines
Your dependants have sixty (60) days from the date of this letter to provide their passports.

Canada.They should not make any plans to travel to Canada until they are in possession of their
passports and their required visas.
