I have been trying but not able to get the Operator. Can you please guide me how to connect to operator and when did you call

I called them at around 12.45 Toronto time and surprisingly got through in the 2nd attempt itself. You need to call +1416 327 0374 and then dial 1 and 0 for the operator.

Received nomination letter by courier yesterday 13 days after nomination . The nomination is valid for 6 months.
Today got a mail from CIC for profile expiry. Shall create a new profile today and inform OINP for transfer of nomination to new profile. In the meantime shall miss a ITA if there is a draw TODAY.

As I see it there are two possibilities:

1.If there is a possibility to wait until the end of the day..I would suggest to wait and see if there will be a draw or not, because if you get the ITA before today is over and accept you will freeze the profile.
2. If not, make the new profile as soon as possible as the transfer of nomination points takes some time( I did the same procedure on Friday and I still have not received the points to my new profile..if there is going to be a draw I will miss it with the points standing on my old profile). Be as proactive as possible.

Scenario: After waiting more than 3 months in the pool for either PT NOI from Ontario or direct ITA, out of sheer desperation I applied for SINP EE which was rejected eventually. Without wasting any more time, as per the 23rd Nov update on OINP website - I recreated my EE profile again on 23rd Dec. and got PT NOI on the same day - for which I waited for 5 months.

What can be an ideal explanation for this question?

My existing EE profile will expire on 23rd Dec. Should I be proactive now and recreate a new EE profile and submit the details to them??

They are just looking for a reason to understand why you applied for 2 programs (I assume this is because the "intent to reside in province of nomination" clause that comes with all PNP applications).

I guess your reasons are very valid and acceptable. Tell them exactly what you have done. Highlight the fact that you were hoping to get a PT NOI from OINP for XX days. In spite of waiting for so many days, you did not receive a PT NOI and hence you applied to SINP keeping in mind the expiry of certain documents like IELTS test results etc but one fine day, you re-created your profile and you received your PT NOI and hence you applied to OINP.

IMO, this appears to be more of a formality and I believe it is extremely unlikely for you to receive any followup questions regarding this matter.

Hi as skdubai mentioned a few days ago we said "Yes", as you input your old profile after saying yes.

I don't see any problems by answering Yes, as you had for a year an Express Entry Profile and you are being truthful...I myself answered "Yes"

The cumulative duration rule, known as the “four-in, four-out” rule, was put in place in April 2011, limiting work for some temporary foreign workers in Canada to four years who then became ineligible to work in Canada for the next four years."
