but do i have to include the case number in the order?
and is this additional docs request?
and last question is that is this a good thing?

No You don't need to add case number.

It is not an additional request. If you check ontario program updates of January month you'll find that OINP has made it compulsory since then.

Yes it is a good sogn that your file is in second stage and officer is working on that.

Now send the order confirmation receipt to oinp by replying on their email that you have ordered ECA as per their instructions.

Also, you can claim refund of $40 or so becuase by default oinp sends the eca to both CIC and OINP again.

If you don't have pay-slips you should have some written confirmation from your previous employer that he payed you X for job Y in money and without issuing pay slips.

Note that in some countries this is illegal so you would never be able to get a written confirmation from anyone and OINP/CIC should be aware of this, but if you go down that road you should be prepared to explain why you're working under illegal conditions (which may hurt you more that help).

If it's legal and you couldn't get the written confirmation from your previous employer for whatever reason, just write an LoE explaining and expect your file to be referred to a senior officer. This senior officer will then make the call if he will consider you foreign experience or not...

I don't think you should reapply or tell the officer to not to consider your foreign experience, leave that for them to decide.

I think maybe you should do a Letter of Explanation to them.

P.S.
Who is your case officer (i.e. their initials)
