I don't want to generate a polemic discussion here but I was under the impression that you'll only get to a senior officer if there is some problem in your file. For example, if you're unable to provide reference letters, or if your ties to Ontario aren't convincing. Otherwise, if you're OK on all the info it goes straight to the decision phase.
I've seen quite a few examples in the Nov and Dec threads were applicants were only told that their file is with a senior officer after some sort of problem (like interview that when bad and the officer decided not to consider some of the applicant's work experience) or non-standard (like unable to provide reference letter).
It may be that other applications also go to the senior officer but the applicant is never told... But I've seen posts that claim that not all go to senior officers.
