OINP - Ontario - Dependent child

Hello,

I received an EOI from Ontario on May 18th. After multiple issues with the website, today is my last today to submit.
I have a 16-year-old daughter back home who lives with her mother. We were never married but she has lived with her mom her entire life.
I have two questions:

1. Is she considered a dependent child?
2. If she is, she does not hold a passport currently. Can I send a copy of her birth certificate along with a letter of explanation?

1. Yes she is a dependent
2. You can submit birth certificate while you wait for her to obtain a passport. She should be applying asap for a passport. She will also need to complete a medical.
