I have 3 years of Advance Diploma from a Canadian College. Can I be eligible for Human Capital priority stream?

The requirement for the Human Capital Priorities Stream is bachelor's degree. So should I apply under this stream.

OINP has different requirements and nothing to do with what EE counts. So if refused then it is because you don’t have a bachelor’s degree.

You must have a Canadian bachelor’s, master’s or PhD degree or its equivalent in another country.
