Hi, there is no need to show proof of funds, just answer the online eligibility tool correctly and it will give you what documents you need to fill-up and upload.
thank you for the reply, but is that for PR right, for WP and OWP, is it the same? and do we need to have medical for WP & OWP or only in processing PR?thank you in advance.

Yes for WP / OWP applicats outside Canada, you have to gone through a medical before you submit your application online. If you got your nomination under foreign worker stream, there's no need for proof of fund by the time you are applying the PR same goes for applying WP/OWP.

Is it possible to get a job offer from outside Canada, if d applicant creates an EE profile but scoring only 350 points?

I meant about the application to Ontario PNP.
I suppose if a person's application is approved, he will get provincial nomination and then you can qualify for EE and may not need WP.

Yes it's possible, but it doesn't mean that you have the upper hand than those who don't have EE profile. Job application is entirely online so anyone has a chance. Just keep trying to apply jobs online it wont hurt...
If you got nominated under the Employer job offer stream.. the nomination certificate you get cannot be use to increase your score in Express Entry.
Employer job offer stream falls under NON-EXPRESS ENTRY , on which you are only allowed to apply PAPER BASED application.

One more question, what is the advantage of OINP if an applicant has LMIA approved job offer ?
As I understand, LMIA aproved job offer can also get you a WP , so is there any benefit to apply for OINP in that case ?
Yes, once you got an Approved LMIA you will be eligible to apply for a Work Permit regardless of where you are (outside/inside) Canada.
Sorry I'm not sure what will be the advantage of LMIA with regards to OINP. My knowledge is very limited, I'm only sharing what I have learned in my personal experience.
