Hey guys, if the OINP for a Foreign Worker with a Employer Job Offer Stream opened on the 21th, how come there were people applying already before that?

Also, when will the programs close and open again? And how much is the quota?

First it was open back in 31st May, 2017 and they re-open it on 20th July
