Sorry but I have a different take here -- I agree and support to the point that ONIP or paper based applications should get processed faster; however the assumption made to support this by comparing express entry candidates is not well justified. I do not think there an official stat to support this assumption. EE and paper based are 2 different streams and whether to live or stay in Canada post PR, it's entire candidate's call.
Eligible Candidate gets PR, There is no mediocre outland or highly classified Inland candidate in eyes of IRCC. If PR holder leaves country soon, how does it impact to someone who is waiting for ONIP approval or wanting PR via paper based? There is no PR lottery nor first come first serve (FCFS) system. Is there any evidence that things have changed with signing such petitions?. By signing, you might be giving some business to those websites. LOL
