I had the same discussion with my wife... I totally agree with you. Tha is sad!I think CIC/IRCC, OINP needs to definitely reconsider speeding up Paper PR applications. 99% of the paper PR candidates are already rooted in the Canadian society and are the probable ones who would stay forever without leaving. Many Express entry candidates (especially mediocre ones) come quickly, give up too soon, leave and even curse the society later. That is sad.

Sorry but I have a different take here -- I agree and support to the point that ONIP or paper based applications should get processed faster; however the assumption made to support this by comparing express entry candidates is not well justified. I do not think there an official stat to support this assumption.
