I think CIC/IRCC, OINP needs to definitely reconsider speeding up Paper PR applications. 99% of the paper PR candidates are already rooted in the Canadian society and are the probable ones who would stay forever without leaving. Many Express entry candidates (especially mediocre ones) come quickly, give up too soon, leave and even curse the society later. That is sad.

Please sign the petition in a hope that someone will take note -- https://www.change.org/p/justin-trudeau-pnp-paper-based-processing-time?use_react=false

Very weird...
The OINP just released this:

January 15, 2020
Tech Draw: Issuance of Notifications of Interest under Ontario’s Express Entry Human Capital Priorities Stream

On January 15, 2020, the Ontario Immigrant Nominee Program (OINP) issued targeted Notifications of Interest (NOIs) to candidates who may qualify for Ontario’s Express Entry Human Capital Priorities (HCP) Stream. If you received a NOI, you do not need to contact the program.

The OINP targeted candidates with a CRS between 460 and 472, and work experience in the following NOC codes:

  • 2173 Software engineers and designers
  • 2174 Computer programmer and interactive media developers
  • 2147 Computer engineers
  • 2175 Web designers and developers
  • 2172 Database analysts and data administrators
  • 0213 Computer and information systems managers

However, a lot of the people that are trying to apply by paper-based are under these NOCs and yet, they continue to take several days to evaluate our processes.

Sorry but I have a different take here -- I agree and support to the point that ONIP or paper based applications should get processed faster; however the assumption made to support this by comparing express entry candidates is not well justified. I do not think there an official stat to support this assumption. EE and paper based are 2 different streams and whether to live or stay in Canada post PR, it's entire candidate's call.

Eligible Candidate gets PR,
There is no mediocre outland or highly classified Inland candidate in eyes of IRCC. If PR holder leaves country soon, how does it impact to someone who is waiting for ONIP approval or wanting PR via paper based? There is no PR lottery nor first come first serve (FCFS) system. Is there any evidence that things have changed with signing such petitions?. By signing, you might be giving some business to those websites. LOL

Annual nominations
Each year, the federal government, through Immigration, Refugees and Citizenship Canada (IRCC) allocates a certain number of nominations to the Ontario government (OINP).

In 2020:

  • Ontario has not yet received its 2020 nomination allocation from IRCC
  • as of January 10, 2020, 235 nominations have been issued
Note: When an applicant is nominated for permanent residence by the OINP, they must then apply to IRCC. IRCC makes the final decision on who gets permanent residence.

So they just proposed a few changes to the job offer stream with March 2rd as the consultation ending date. Sounds like it won’t be opened till then. Any thoughts on this?
