This is what it says CIC on the website:
If you can’t get a police certificate from your country or territory
If you’re unable to get a police certificate from a country, you’re responsible to show why you can’t get one.
To prove that you can’t get a police certificate, you must:
  • show proof that you requested a police certificate from the correct authorities and
  • write a letter explaining all the efforts you have taken to get one
Even if you send us the above items, this is not a guarantee of acceptance.

And this is what it says the check list:
Police Certificates and Clearances
You must get a police certificate from each country or territory where you have lived for six or more months in a row since the age of 18. You are strongly encouraged to submit your police certificates with your application to the CIO....

Yes I read every fine print that I could find. Thx for the info anyways... Better to get it and then send. Because I guess when officer requests for it, there will be a very strict deadline date for submission and I don't want to be in that deadline period. Trying hard to followup whatever I can, right now. Let's see.

Hello Everyone,

I Finished my 2 year Graduate certificate in Ontario. Got my PGWP for 3 years and currently working as a Full Time Financial Representative for 1 year.
I got to know about OINP Program. Its not yet open for Employer Job Offer: International Student Stream. Kindly let me know whether its a straight forward process or its based on luck like a draw. Kindly advise when this stream is open for new applications ?. Because when i checked recently its closed.

another question i have 3 years work experience in back home and 1 year in Canada. also i finished my 2 year graduate in ontario. so should i need to apply in OINP - Employer Job Offer : Foreign worker stream or Employer Job Offer: International Student Stream ?

Those programs could probably be open in January/February, as every year they open starting the year. I would recommend you to enter every day to check (I did that this year till one day, it was opened).
In the meantime, you can start registering on the OINP e-filing portal and gathering all the needed documents so that the day the program is opened; you have everything ready. Once they open the program, you can enter the e-filing portal and reserve a quota, and since then, you will have two weeks to finish the application. If the program closes after you start your application, you will not lose the opportunity to send your solicitude because you already are part of the quota.
Regarding which program, the International Student stream requires that you apply within two years of the date on your degree, diploma or certificate. If you accomplish that, I think that you should refer to that stream.

Yes you should stay with the employer. However, when you apply for PR and get acknowledgement of receipt, your next extension of the work permit will be an open work permit.
I didn't know that. Good to know!

oh really awesome news ..., so @chivinas and @Fonca did you guys applied for open work permit ? what is the process and how much does it cost ?
No, I don't. As per @phanikiran.kara, you can apply to open work permit after you get AOR, which I haven't.
Besides, my current permit (open work permit) expires on March 2022, so for me it will be not needed to get another one (I hope!).

I don't think applicants who got nominated through province under Employer specific stream are eligible for open work permit. They're only eligible for closed or employer specific work permit.

Thanks for your response. My next question is how to get the nomination without restriction so I can renew my work permit from closed permit to open permit while my PR is on process assuming I already received AOR. Is there a portion on the employer form to uncheck restriction? My worry is I might receive employer restriction on nomination if I apply OINP, as the employer form will be accomplished by my employer. Your input is very much appreciated

so did they take your passports right for India PCC? yes its very delayed process and there is no timelines followed, less hopes, sorry but it is what it is , they need to upgrade as per time.
Passports? No. We applied in person and they checked our passports and returned them back to us.

Employer job offer Foreign worker will only give you closed work permit. The nomination letter states that the person needs to be working only for that particular employer. But if you get AoR and when you go for extension, there is a high chance you will get open work permit. This is as per my research and I may be wrong.
