OINP - Employer Job Offer : Foreign worker stream

I don't think they have hit the ceiling as they are still accepting applications under other streams. If you enter the OINP page says:Probably will be processed in January? Will be very unfair to just reject all pending application because of ceiling. Its not really our fault as such, or is it?
The Ontario Immigrant Nominee Program (OINP) is currently accepting applications under the following streams:
· Employer Job Offer: In-Demand Skills Stream
· PhD Graduate Stream
· French-Speaking Skilled Worker Stream*
· Human Capital Priorities Stream*
· Skilled Trades Stream*
· Entrepreneur Stream
* To apply under Ontario’s Express Entry streams, you must have a profile in the federal government’s Express Entry system and receive a Notification of Interest from Ontario.
The following OINP streams are closed to applications at this time:
· Employer Job Offer: Foreign Worker Stream
· Employer Job Offer: International Student Stream
· Masters Graduate Stream
... which means that they still have a quote
Guys, my file moved to Decision in Progress today. Employer responded yesterday.
Congratulations! At any moment you will have your approbation! What did they ask your employer?

, not just fingers.They asked usual questions about interview records etc. All I can say is that all the queries were to prove this --> "Canadian citizen/PR holder is not being replaced by foreign worker" which s a very very fair ask.
