Actually you need to divide the number of citizens + PR in your office to 5 (if in GTA) or to 3 ( if outside GTA) to get the exact number of employees which a company can support per office.
So if there is an office with 30 employees are citizens or PRs, 6 foreign employees or 10 foreign employees can apply based on the office location.
It was a requirement in the past. Currently there is no limit. This year again they proposed this limit but public feedbacks were against that, so the amendment to limit number of applicants per 5 pr residents never passed.
Some immigration consultants are still giving misinformation about this.
In our company there are 8 pr employees in GTA and 3 of us applied and got nominations.

The amendments were proposed in January 16, 2020. Following was proposed for Employer Job offer: International Student Stream and Foreign Worker Stream:
“Introduce limits on the number of applications for approval of an employment position that can be submitted in a calendar year that are proportional to the size of the employer's workforce, as follows:
1 application per 5 existing permanent and full-time employees (employment position within the GTA)
Could you please confirm if these amendments are in order. I am asking specifically for the Employer Job offer: Foreign Worker Stream intake happened today (July 21, 2020). As per OINP website there is no information on this as of today 12:30pm.
