OINP Duplicate ECA Copy Required from WES

I ordered my report on 1st Feb. 2016. Initially I received only $7.XX refund from WES.
I wrote to WES for the additional refund about a week back and finally I got the confirmation email of additional $33.9 refund from them yesterday.
Make a polite request to them and they would refund your money. Only include your Reference number.

You can go ahead and request the duplicate report from WES, as soon as you complete all the required steps and WES is ready with the report you have to notify us and we will update our records.

1. Should I order for spouse too? (I noticed that general consent is no needed, but any references supporting this?)

2. to whom should is be atten'd to?

3. Why do they need it before sending AoR, while they specifically advised against that just couple of weeks ago?

4. at which point do they mean I should notify them by? and what to send them?

Duplicate ECA is applicable for primary applicant only. Many forum members have got nomination by sending it for PA and not for spouse.

Considering you have not received AOR, you can either mention OINP or nothing here. It hardly matters as WES will only provide electronic access to OINP

They need it either ways. You do it now or post AOR per 11 Jan notification

Upon receiving WES evaluation completion notification, provide OINP with your order receipt and evaluation completion mail as an attachment along with your details

One more question if I may: Is it safe to assume that once they request ECA, that implies that there's no chance for rejection/application return? should I hope for faster next steps from now on?

AOR simply means that your OINP packet was reviewed by support staff and passed their first round of review so you can be assured that they are not going to return it as incomplete.

Senior OINP officer needs to still go through the package (that is why OINP processing time is 90 days post AOR) and they may (or may not) ask for additional documents before giving out their decision (meaning nomination). Theoretically, they can reject any application, any time, for any reason but that happens very rarely so do not worry.

Until now, Duplicate WES request was normally made after AOR. My hunch is, AOR of December applicants is ready but OINP is deliberately holding it back because work queues of Senior OINP officers are full so they do not want to start the 90 day clock by issuing AOR to Dec. folks right away

Yeah, you are the first case I have seen in this forum where they requested WES even before AOR. But it's a good sign

Right now, 12-Nov folks are receiving AOR

Hi everyone, I sent out the application on Feb22nd and I included a photo copy of WES report in my application. I just found out yesterday that we need an ECA report sending directly to OINP, and i sent an email to OINP office regarding to this situation.

And i got a reply this morning:
This refers to your recent correspondence on March 3rd:

You are still required to have WES send a duplicate copy of your ECA report to the Ontario Immigrant Nominee Program. I would advise you to request a copy as soon as possible to be sent to our office.

Guys If anyone of you could suggest how to get refund from WES I would be highly obliged. I have emailed them twice and no refund yet. They replied back that they don't know which refund I am talking about. Here is the detail of the duplicate ECA request order which I placed:-

Okay not to sound dumb but I am using the credit card for first time. What is billing address in the final payment screen. Can we leave it blank or do we need to fill it ?

Billing address is the address registered with the credit card....i.e. you need to mention the address linked with your credit card.

Mate did you submit your application In Jan 16 and already received AOR in Feb first week ?
