Which engineering? There are some jobs which needs some sort of licensing before applying.

In Express Entry profile and PNP, if my NOC differs, will it harm or it is acceptable? it is not for OINP.

Both EE profile and provincial application should be identical.

So here is my question : i sent an applicayion for ontario the 25 january 2015... july they sent me back my file because i had a paper missing and they asked me to send all again what i did.
Now i ve been one month without news so i wrote called faxed... and they sed me an email atating thay i am on the queue ajd that i have to wait for 90 days to have an answer of the status of my file... so they did not count the last months i waited 5 months and now will i have to wait for 5 more for an aor????

That's right. If it was because of expired DD then your application could have maintained the place but as it was sent because of missing documents you can't do anything and your file has been pushed to last.

If an applicant lands to Canada, gets its PR card, and come back to his/her home country.

Is applicant eligible to apply dependent (spouse) visa for his/her spouse from his/her home country?

Yes. As long as the person sponsoring is a lawful PR of Canada, s/he can apply for sponsorship of spouse irrespective of whether he is currently in Canada or not.

You can check that link. There is nothing that specifically states that the person sponsoring must be residing in Canada to be able to sponsor.

I think I have read the links on that page and I don't remember seeing anything like that. It doesn't make sense to assume that s/he would not be able to apply either because the basic eligibility is being a PR in Canada and the applicant has got that. You could try mailing CIC and ask for the specifics; see if they reply. If they do, please share it with us too.

I got the answer in below link. Only canadian citizen can sponsor from outside of Canada.

If I live outside Canada, may I sponsor?

If you are a Canadian citizen, you may sponsor a spouse, a common-law partner or conjugal partner, or a dependent child who has no children of his or her own. However, you must demonstrate that you will live in Canada when the sponsored person becomes a permanent resident.

Note: Permanent residents residing abroad may not sponsor from outside of Canada. Canadian citizens travelling as tourists are not considered to be residing abroad.

Alright, I stand corrected. So PRs cannot apply for spousal sponsorship from outside Canada.
