You can check that link. There is nothing that specifically states that the person sponsoring must be residing in Canada to be able to sponsor.
I think I have read the links on that page and I don't remember seeing anything like that. It doesn't make sense to assume that s/he would not be able to apply either because the basic eligibility is being a PR in Canada and the applicant has got that. You could try mailing CIC and ask for the specifics; see if they reply. If they do, please share it with us too.prashantduggal said:I've seen this link before. If you are a Canadian citizen, you may sponsor a spouse, a common-law partner or conjugal partner, or a dependent child who has no children of his or her own. However, you must demonstrate that you will live in Canada when the sponsored person becomes a permanent resident.
Note: Permanent residents residing abroad may not sponsor from outside of Canada. Canadian citizens travelling as tourists are not considered to be residing abroad.
