What is ment here is current residency in the country rather than just short visit.
Here is example:
you lived 3 years in india (work studies or what so ever).
Then you left to a different country and get there official residential status (work visa, student visa....)
While still living in that other country you have shortly visited India (for example 3 weeks holiday there)
If you have asked for Certificate of a good character during those 3 years, that that certificate is only valid 6 months after being isssued.
If however you have asked for such certificate during that 3 weeks holiday, so that one is valid either until you return to india and start living there again or 6 month after being issued (whatever is longer).
What you need to prove in your personal history is your legal status to that other country you live now in.
That is the understanding i got from it.
But if somebody has practical experience with this they can correct me.
