You can apply anytime after you land if you start residing in Ontario at that time, I applied a few days after landing. But you won't receive your card until you near the 3 month mark and your coverage won't start until then.

That's so true. Our eligibility commenced on a Sunday and the health card arrived in the mail on the Friday prior to.
