On page 3 or 5 on Generic form. "How many years of education in total." Is that asking since elementary school to the end of university?

Yes. It is from elementary school till the end of university. Don't count kindergarten, and don't count extra years. That is, Canada expects elementary and high school to add up to 12 years. So if the applicant failed a couple of years, and it took 14, still just put 12. Likewise with university. If it took you 7 years to get a 4-year degree, put 4 years.

12 or 13 is fine because there's used to be Grade 13 in Ontario.

I was a bit stressed with this question also. My Brazilian wife started a sort of pre-school when she was three. Anyway total years
in school for her was like 20 and she still never finished secondary (high school)! I thought "man if we say 20 years of school then she should be a doctor!
Anyway we settled for much less years to avoid any confusion at CIC Sao Paulo.

That's right. Preschool or kindergarten doesn't count. If a country has a vastly different system of education, you could always attach a note explaining in more detail.

should be like 12 ( school) + 4 yrs ( bachelor's) + 2 yrs ( masters if any)

but as in some case if the applicant is medical graduate it will be 5.5 yrs of bachelors ( except US/Canada where you need to do 3 years of life science before 4 years of medical school) ...so it really depends...
