My application as transferred to London Visa Office on 14th of Jan 2021.

The agent was not able to update me on anything else as she said the file is not here in canada any more.

Yes, that's what the agents usually say when file is transferred to local visa office.
You can raise a webform or order GCMS notes.

FYI my LVO is supposed to be Singapore VO, but the file is still sitting at Ottowa.

does this mean the eligibility pass she referred to is R10? If my eligibility was really passed wouldn’t my be at LVO by now?

Does your profile read application in progress? if it does then its not R10 she's talking about, its eligibility proper.

I am just trying to understand something here on eligibility check from two different threads:

Thread 1: Medical, Biometrics & R10 check are performed at the Centralized Intake Office (CIO). After this, the file is transferred to a visa office, it could be one of the CPC or the local VO. This is where the eligibility is done in 2 stages. One by program assistant/analyst and one by visa officer

Thread 2: After Medical/BIL/R10 passed, the first stage of eligibility is done at CIO itself by a program assistant/analyst. And 2nd stage of eligibility is done at CPC / Local visa office by one of the visa officers

Now which of the above is correct?

Both. All application start at CIO, and after that the eligibility can be done at CIO or CPC. In most cases it will be CPC, or it could be further sent to LVO depending on what is required and which office would be suited best.

Visa office is irrelevant and what matters is what stage your application is at.

Most applications are redistributed due to workload and others due to triage factors.

yes it says application in progress. However its been same from day1. Never changed.
