This is so unfair. Some people already get visa and travel to canada even they application around November and December 2019 and travel restrictions won’t effect they’re travel. What do you think? Fair or unfair. Mostly all VAC already open from July.
Some here have received PPR and COPR after March 18 and travelled/landed already.
Do you have a recent PPR/COPR? Ask the visa office that issued.
It seems (de facto) that the 'immediate family member' (deemed essential travel) exemption works for family class sponsors who received COPR after March 18. (Or in other words, the March 18 instruction may be for other classes of immigrants, not spousal/children). But the instructions are ambiguous and it's unclear, I just know some have received and travelled.

Since you were responding to my post, note that I believe it is confirmed that when you get your COPR - and travelling to / with immediate family member (citizen/PR) - you can travel.

Congratulations. My application received date is same as your and my timeline is very similar to your except the local visa is Singapore and decision date was March 23, 2020.
Almost 5 months already and still waiting for the ppr.

They do. I know around 5-7 of them, from Nov, Dec 2019 applications. They sent email via webform, explain Why they need to get the ppr now. I tried 4 times but no luck but 5-7 other got ppr within a few days. I only got the email mention I got approved. My last email to them I listed 10 reasons why I should get the ppr by now and I am waiting for their reply. Too bad, I could not imagine how unfair the system is.
Im from Thailand, I’ve sent message via webform On 22nd July to asking about that SVO already reopen on 13th July, when there will start to working with pr application and then they sent me email for PPR on 27th July 2020, I sent passport in the same day to VFS. My passport just returned back to me on 11th August.
