I think you are right, based on the post a couple of days ago explaining Review Required (originally by legalfalcon):From what I have learned from different articles and posts here "Eligibility met" is the same as "Eligibility recommended passed" and it means that the case had been reviewed by the case analyst or program assistant and was transferred to the immigration officer for the final examination. Officer can whether mark it as "passed" if everything is ok, or change it to the "review required" if they have some doubts about uploaded documents. In my situation the first examination was ok, the comments about all the documents are positive, so it's why I have "eligibility met" in my notes, but case hasn't been checked by the immigration officer yet.

However, from my own timeline, here is what I think happened:
Mar 18 - All stages "recommended passed" (I thought this meant I was just waiting for PPR email, but apparently not)
Apr 17 - All stages "passed" (I think this is the stage where the officer passed all the stages and my file is now ready for final review for PPR)
What I don't understand is why if the officer changed all stages to "passed", that they did not just issue PPR on that day. I am still waiting almost a month later!
Side note: In the summary table I have been posting, I am calling "met", "recommended pass", and "passed" all the same thing - "passed" - simply because a lot of people don't know which one they are under, and it simplifies things a bit.
