Now to your question - generally in DM stage, the CIC matrix explains that at this stage , a decision has been made on your application i.e it has either been "approved" or "denied" . Considering your timeline and confirmation from CIC, you are approved. Now being approved doesn't mean you'll get PPR immediately. Sometimes it takes 4 - 5 weeks. Your application can be approved and be in queue for the visa stamping - this appears to be the case with you.
