Just an update on my status. I am American, and I applied inland through Vegreville. I am living in Quebec with my Canadian husband (he's military, hence the move up here...we met in Oklahoma, U.S., where I lived and where he was stationed for four years). My application was received October 23. On January 28, we received notification that it had been received and instructions on sending information to Quebec to get my CSQ. We sent all of that in immediately, but while Quebec has charged our credit card for the $266 fee, we haven't heard anything else yet.
I find the process pretty frustrating. Mostly because I am scared to leave to visit family and friends in the US (since my inland application would be at risk, and we're almost $900 into the process now). Also, there is an excellent full-time french program for immigrants, but my immigration status doesn't qualify me for the program until I receive my PR. Hell, I'll have been living here at least a year and a half or two years by then! I have a true desire to learn french, and it's pretty frustrating to not be able to take advantage of the help that's out there for so long. I'm doing what I can for now, but the french classes offered by the military for family members is not very intensive, and my progress is very slow. I'm still not nearly conversational in french, and it makes life here very, very difficult and isolating.
Guess I'm mostly venting. It's lonely up here, and the winter is long.
