Dont worry last 2174 to best knowledge was received by Rak on 16-Nov-2013.
Should be a day here and there but you should get it.

There is no exact queue kind of processing. Applications are processed more close to each other. Be rest assured, as ur CC is charged you should get your aor soon. Give a try to login to ecas, just in case the email may have gone misplaced.

return happens before CC gets charged.

Correct. Applications are being returned before they charge your CC. However, applications rejected after receiving
the AOR, based on ineligibility won't be sent back to you. You only get your documents back if received before AOR.
