Even i took photos from Costco rather always take photos from Costco. Never had bad experience.
Do you have to be a costco member to get photos there?
 
Again there is confusion; 2 or 3 ?
No 3 photos. I have affixed one photo on application for surrender of Indian passport and have sent one photo in the envelope. Further in OCI application photo was uploaded alongwith signature as per their requirement. My application for OCI and passport surrender have been siuccessfully processed by BLS and forwarded to CGI. I have confirmed twice from customer care about doubt of 2 or three photos and alwasys oot reply that only two photos (One be affixed on application for surrender of passport and another loose photo). Since my applications has been approved on two photos, therefore I am satisfied with guidance of customer care of BLS. Final decision is of the applicant.

with all due respect, first you say "No 3 photos" at the beginning of the post , then you say my application has been approved on 2 photos.

What I conclude is;
2 physical photos and the third "confusion photo" is the one to be uploaded.

There is no harm in sending additional photos. For my kids indian passport renewal I sent two additional photo. They returned that photo along with renewed passport

True, but photos being expensive $ 15-20 for 2, I should order from the photographer only the number I require.

My experience: 2 physical photos and the third "confusion photo" is the one uploaded that apparently gets printed in the application form with QR code
Please note the photo scanned and used to uploaded must be the same as the physical photos.

I feel sorry my (No) was meaning NOT 3 photos. . I repeat I was answering that no three photos are required. I reiterate again that only TWO photos are needed and not THREE photos are required. I hope it is clear now. Inconvenience caused is deeply regretted.

I goto softcopy of the photo from photographer for 10$ and took multiple copies in Walmart photo center for 1 $ for 6 photos. BlS don't have any requirement like photographer name or sign in the back. So it is safe to do this. Also heard some app is available which guide to take photo in mobile with high quality.

hi @Hmj58 , for me. card was charged Sept 25 while I received the Passport & certificate back on 2nd October. Full time line as below:-

Application sent Canada Post:- Aug 29, 2020
Application received at Passport office - Sep 01, 2020
Card charged on :- Sep 25, 2020
Canadian Passport and Certificate received (2 different envelops) on:- October 02, 2020.

Here is the timeline of events for my newborn child.

Parents: Both are Indian on PR, married in India
Child: Born in Jul-20 in Toronto
1. Apply for 5-in-1 registration (1 week received all documents)
2. Apply for passport (Received Canadian passport within 4 weeks of application)
3. Apply for OCI - postal application (express courier both ways $35*2) Documents collected on 3-Sept

Note: No documents sent were original. Photocopies of all items with self attestation of parents and minor thumb impression + 1 photo (stamped details of photo center on back)
