I got my GCMS notes yesterday and can someone help me understand it:

But my status still shows Background check in progress since June 2017

"RFV" means Ready For Visa ( PPR )

Medical expired 2 months ago. In GCMS notes it shows expired since then. They didn't even extend it.
I read on official CIC website that they can extend medical three months so medical is valid for 15 months as long as we do not leave the country.
 
I will strongly suggest everyone to apply for express entry if eligible. I know that can take time too but why just cry if we can take another route. And express entry can help to get work permit extension too.
For our current paper application, it can be many more years.
I feel like they ve put all officers on express entry and dont care about paper applications anymore.

Express entry will be speedy until it reach the ss stage. Then either they will send your file to csis and cbsa for ss again or will wait until they get the results of your first ss. The reason your app needs ss is not random. They look up applicants name, nationality, etc. in their database and if there is a hit they will have to refer their application to cbsa for ss. From there cbsa requests several agencies to investigate and report back. That whole process currently takes time. Read more at "cbsa infosource" page on cbsa website. In the page search for "security screening" and "referral", "lookout" and read those paragraph. These information is made publicaly available on cbsa website and other government agencies website.

Cbsa coordinates the ss process. They collect input from various agencies and then make a security admissibility determination and advise the results to ircc. Obviously cbsa is overloaded with work and more delays are expected. I doubt they prioritize cases based on the ircc AOR dates. They probably prioritize cases at least according to the date they receive all inputs from their various sources. That means EE applicants have always an advantage over us as their file gets to cbsa within the first 6 to 8 months of AOR. Whereas mine got there after 18 months of AOR. Add another 12 months and that's when I may get ppr.

file reviewed no apparent a35/a37 concerns evident approved and rfv.then my ecas status changed from in process to decision made after 4 days it changed to in process again.i even have the counterfoil number on my gcms notes which is cancelled after 2 days
what should i do ?

Can u contact CBSA again through atip and ask them to send the CSIS report to you and to let you know when CSIS submitted advice to them and when CBSA received it?
Can I add you to the SS effectees list? What is your AOR?
 
Hi guys, I just received my note: PV2 since Jan 2017, Location is PS, eligibility passed on August 2016 .

It is obviouse that they deleted the text on the note as to security, and I notices a s.15 on the right top coner.
Does anyone know what s.15 means? Thanks!

They deleted details of security activity but based on your PS location means still security is in process and they have not received the CBSA recommendation! CBSA or CIC is not working on security screening cases no matter what stream we are in EE, PNP, FSW,.... We need to start legal actions as they are not responsive any more even to MPs.

Yes, but legal actions require a lot of money, I just don't have money to pay for it.
