December 21 applicant too... still BG not needed still. Have Medicals request on November 2. Medicals passed on my CIC. But still no BG changed yet.

One of my friends applied on Jan 27 2016, her BG changed in progress enen I applied faster than her but mind is still not needed at this time.. I can't understand CIC processing

I think the issue with BG check changing is that sometimes its right before DM, I've even heard of it changing the same day as DM, so its hard to tell.

Also, I think the processing times are somewhat linked to your Province as well. Like I know Alberta you wait sometimes a year or 2 years for the nomination, so not sure if that means its prioritized when you send your application to CIC. Whereas the other provinces the nomination seems to be a lot quicker. But I think in general it is linked to the province also, not just your application date..

I think some applicants from the start of November are just starting to receive DM etc.. So its going to be soon for us, but just a waiting game now..

If you don't have gaps on your history form or IRCC doesn't need any extra document for security the BG will change to in progress when your security has been passed. After that your file will transfer to Ottawa for final review by a visa officer and issuing visa. If they need extra documents then when you send these documents you will see BG in progress but it means they just started. That's my theory and based on my theory in progress has different meanings :D

Final decision is done is sydney. I saw my approved friend's gcms notes. Ottawa just stanps passport

I thought CIO Sydney does all the steps and when everything passed (file location: PACE) then your file will be transferred to Ottawa for final review by a visa office because Sydney is not a visa office (check IRCC website).
 
i am also dec 14 applicant.. my BG check is in process since 2days .few days... dont worry you will be seen in few days (BG in process).

Trust me buddy. I have seen gcms notes of approved application.

According to the immigration act, PR visa process has to be approved by two different officers from two offices. In case of inland application, that's usually CIO-Sydney and CPC-Ottawa
