I applied from Fredericton, got the request from Montreal office as well

Seems like everyone from Montreal office gets test first and then a waiting period…

Has there ever been a case that citizenship test was passed but then IRCC did more follow-ups for background verification or physical presence? Is it safe to assume that if Citizenship test invitation was sent out it means all other criteria were successfully met even if in the tracker it says "in progress"?

Citizenship test is the first step nowadays. If you passed a test you can assume that nothing else was started yet.
