In case you submitted IELTS or any other language test results while to get PR , mention same clearly in the application giving its details, CIC will waive of this requirement even if its results expired. Write details on a separate page if required. Incomplete applications are returned.Basic requirements must be included as per check list to complete the application.Do we need language test for citizenship application, I mean again we need to write IELTS or some exam to apply for citizenship ?

Foreign police certificatesYou need to provide police certificate with application.
If not, then provide the details in the explanation box.
Note: police certificates are valid for only 6 months. so try getting it closer to submitting your complete application.
As per CIC website:
To be valid, the police certificate must be either issued:
We may request a police certificate at any point during processing, even if you submitted a valid certificate with your application.
- after the last time you were in that country, or
- no more than 6 months before the date you sign your citizenship application
Right, however if you traveled back to your home country for even days after becoming a PR for some reason you still need a latest Police certificate from home country which need to be issued within last 6 months at time of application as those days will be adding into 183.Foreign police certificates
During the four (4) years immediately before the date of your application, if you spent 183 days or more in a row (since the age of 18) in a country (other than Canada), you must provide a police certificate from each country. If you were in your country of origin immediately prior to becoming a permanent resident and landing in Canada and this time falls within this four year period, you are NOT required to provide a police certificate. Please indicate this in the explanation box of the application form.
