I have been reading this section -
Extended family members who want to unite with a Canadian citizen, person registered under Canada’s Indian Act or permanent resident
And as it happens my girlfriend is a permanent resident in Canada for 10+ years. We have been in a relationship for more than 3 years now and check all the boxes of an "exclusive dating relationship". If I get a written authorization to travel by following the steps in https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/visitors/immediate-family.html#extended and send that to IRCC via a web form will that work? Will that make me exempt from the travel ban and in turn force them to process my application?

You can send a request for AL, it is at the discretion of IRCC. If you are given an AL, then you will be exempt from the travel restrictions. However, you will have to meet the definition of exclusive dating relationship, and provide documentary proof to meet it.


An exclusive dating relationship means you’re in a romantic relationship with a Canadian citizen, person registered under Canada’s Indian Act or permanent resident, and

  • you’re both 18 years of age or older
  • you’ve been in the relationship for at least 1 year
  • you’ve spent time in the physical presence of that person at some point during the relationship
Examples of an exclusive dating relationship include

  • fiancé(e)s
  • committed romantic partners for at least 1 year who have lived together but don’t meet the definition of common-law
  • boyfriends, girlfriends or any other couple in an intimate, loving relationship
This includes couples in different-sex or same-sex relationships.

Hey there, We tried to attach the same declaration form for my partner to her PR application. But we just got a generic response to that webform and the mail as well. Since it clearly mentioned to not resubmit, we just waited for some valid response.
After waiting for it for two months, I called up IRCC to ask about this. They suggested that this exemption is only applicable to visitor visas and this is not applicable to PR applications in progress. That's when we applied for her visitor visa which was approved in two-three months along with the AL. Hoping once she travels to Canada she can get the approval for her Permanent residence application as well.
You can try attaching a declaration to the PR application, but it might end up with the same result as ours.

Thanks mate ! that really helps. I hope her PR gets processed within that time. Did she get a year-long VISA or 6 months? Also, when is she planning to travel? coz of the new hotel quarantine restrictions I am hearing people are staying back.

It's called dual intent and it is actually legitimate. The only thing you have to do is to prove that your study permit application is not an alternative way to stay even if your PR application is refused by IRCC.

I'm not an expert in this field so please take my 2 cents with a grain of salt:

1/ Even though you're not a primary applicant but you still participate in the immigration process to obtain an immigrant visa to go to Canada, so yes, I think that is still dual intent and it's your responsibility to address this to IRCC and Canadian Custom officers by gathering sufficient paperwork to show them your true intent when applying for a Canadian student visa.

2/For applying for a student visa, you will have to use your own GC account and submit all the required documents. This should include the letter of intent that well explain your situation and intent to apply for this nonimmigrant visa just for the main purpose of studying in Canada, not a proxy to stay in Canada permanently.

I just got alerted in my profile that my application was denied... im shaking right now, how could this have happened?!?? I did everything right, I submitted all the documents and forms correctly... and i have been waiting for so long.. Nov 17th Outland AOR Sydney NS office. What the hell just happened? are they just rejecting applicants who are still waiting? What the fuck is going on??

So thats it? Just like that its over? Does anyone know if rejections are happening for other Outland applications from 2020? Is there a way to appeal the decision? Or do i have to start from scratch?

This is utter nonsense. I kept so many plans on hold since 2019 thinking that this will come through, but not only has there been an insane delay on the final decision, they actually rejected me. I don’t believe this. What an utter disappointment, what was the point of spending all this time and effort and money on this fucking process if it was all for nothing? I feel destroyed and completely hopeless. My future is a big black hole with this news now.

to all those still waiting, please don’t feel disheartened reading this, but just be prepared for anything cause i have no idea how they are making decisions. I am so upset right now. If there is no way to appeal the decision, no fucking chance im applying again from scratch. fuck that. Good luck guys, don’t do this at the cost of your mental health. That’s all i can say.

Did they give reasons for rejection? Did you previously get gcms notes? If yes, what did the notes say? I know many who are waiting with Final Approved in the GCMS notes

Ohh my god!!! This is shocking news!! Please what was the reason for the rejection? Appeal depends on the reason but surely they should have sent you Procedural Fairness Letter (PFL) to give you a chance to satisfy on their concern before rejecting.

Also, did you order GCMS, send webform request, or call their call center to enquiry on your application status specially eligibility as that's the common rejection step???

i have no idea what happened. i have been religiously monitoring my email for any alerts or communication from them since the day i submitted my application in the EE pool, but I didn't receive anything until today. Yes thats what ive heard too, before they reject, they usually send that letter you mentioned asking for the candidate to furnish documents or provide more info.
I never received anything like that and i just spent hours checking my email inbox, phone messages, physical mailbox and mail and verifying they didnt send me anything. Months ago i sent a webform request to ask about the status of my application, which i never heard back from. No, i havent been able to request GCMS notes because i am not in Canada and i dont know anyone personally currently in Canada who can help with this. i only got an alert in my mail today saying your profile has been updated and when i logged in and checked it said Rejected. Just imagine, i thought when i saw the email alert that profile was updated that it was ppr and that my application was approved. log in and i see fucking rejection. and before anyone says check again, i can fucking read i know the difference between approved and rejected.
I have raised a webform request again today asking for some more explanation but given their track record, i don't expect an immediate response. Now I have to wait till Monday to be able to call their center which is usually impossible to get to. Each time i have tried reaching out to them over phone in past i get the message "too many callers, try again" or whatever.
This is came out of nowhere and was very random. it was the first piece of communication ive had from them since i submitted biometrics more than a year ago. I have no idea what the fuck is going on. At this point, given the way this has been handled, i don't see my application going forward. I mean, why the fuck would they update my application status with reject without any notice or reason? It makes no sense. Maybe their emails are queued up in their outbox and in the coming days I will get that letter they were supposed to send? I don't know. This is fucking ridiculous i have no idea what to do anymore. this is nonsense, this was never meant to be and if they knew so from the beginning, why did they waste my time and money...

That's crazy, brother, and you have the right to be very upset. It is very strange to receive a rejection without also receiving the letter. Could it be accidental? I don't know but it does happen. I strongly recommend you to order GCMS right away. You may use a third party to order the notes. The one I use and used by many on the forum is GET GCMS - Order GCMS notes online from immigration Canada

Call them also on Monday. Yes, it is difficult to get on the queue but keep trying till you get connected and get on the queue. That's how I got to them by keep redialing.

For my first application, I too got rejection but with the letter. It was shocking as when I received the email I expected a positive update. That application was rejected for incompleteness after waiting close to 100 days. But nothing close to yours.

Sorry for the loss. However, you need to prep up to fight back. There should be a refusal letter down under "Messages About Your Application" the usual place where you would have got the BIL letter. The letter should state the reason for refusal. Till the time you dig into the reason for rejection, you won't be able to circle them back. GCMS would have really helped but you seem to be totally ignorant of having them ordered through a third party. Never the less, order them now
