It is never too late until a decision is made. Voluntary disclosure is always appreciated. You can raise a webform and in there you can explain that you inadvertently forgot to mention the prior refusals.
But would not they doubt my intentions as I am raising it after 9 months and thaf too after ordering GCMS
 
Prior visa refusals has no bearing on your current application as long as your declare them.

There are 2 questions 1) have you been refused for refugee, PR, TRV for canada or any contry? 2) have u been denied entry to canada or any other country or asked to leave? I answere YES to 1st question and gave details of SP refusal with UCI and application number but for 2nd question I said NO. Will that be fine or need to answer YES to both of them?

Yes for 1. For 2, it will depend on your specific situation. Have you been denied entry at the port of entry or asked to leave canada of any country. If yes, then answer yes. If no, then answer no.

I'm November 2019 AOR residing in the US. As per gcms notes, my application has been already finalized but I'm yet to receive PPR.

My status in the US will expire in next 3-4 months and I would like to travel to Canada before that.

Will it help if I raise a webform to let IRCC know of my current situation? Thanks

I submitted by application on 9-Nov-19. The Eligibility was recommended pass in Jan-20 and then in March-20, it was passed. However, security has not been initiated till now. I ordered GCMS notes twice, the only difference is Eligibility, changed from recommended pass to passed. Security says not started and there is no s15 or s16 mentioned on my notes. The security activity task has not been assigned to any officer yet.

I called IRCC many times and got the same response. I know few people in the same situation and found out that all our files are assigned to the same agent. All the fields on the notes are same for us.

Is there anything we could do that could trigger the Security? I can see people with later AOR have their security completed.
This is really slow. My AOR Feb1, eligibility Recommended pass was on Feb 25 already, but only till July 28 have I got a GU, not sure what triggered it tho as the webform I raised after was vague, so even if this GU in best scenario is eligibility pass the security seems takes forever...

Anyone here with file in London Visa Office? How can we ask them about the file status other than raising a web form? My consultant called IRCC and they told her that they don't have any update as my file is with London embassy.

The process for your brother to follow is similar to this ; just select the Access to Information Act, include the consent form and pay the $5 fee. Message back for any help.
