I don't think we should be so pessimistic. The US-Canada LAND borders are closed so you can still fly US to Canada, you just can't go by land. It also has nothing to do with other countries. Canada has set June 30th to reopen flights into the country and I'm sure they will put rules in place that will include PRs. I think we should wait and see
I was also under the impression that they are not allowing travel by air or land. It would be amazing if they allowed air travel after June 30 with some lightened restrictions for new PR or for long-term committed relationships. My partner and I have been planning my move for over a year, so the monthly extensions have been absolutely heart-wrenching. Until July 21st. IRCC agent was very specific about this, and I have been informed that they do not have any considerations for outlanders for now and probably foreseeable future. And I've been also told July 21st likely extends through Sept or Oct based on the monthly extensions.

- Temporary foreign worker
- International students who held a valid study permit prior to March 16
- Approved permanent residents who received their approval prior to March 18.
It is not pessimistic, Its just the information I have been given when I called IRCC.

I've been following the thread for quite a while and wanted to give you all an update on my application.
I'm an outland applicant with AOR of Nov 26, 2019. I received an email this morning stating a decision has been made on my application and I will be contacted by the officer with an email. So far, my online portal still shows In Progress status.
I'm also in an LDR and was hoping to close the gap this year. I am hoping the same, that they either take the Dutch route of allowing long term relationships in eventually (in addition to just family) or that they start to lift restrictions for new PRs. I feel like the new PRs is more likely. It's hard not to lose hope but eventually this will end. I read on one of the forum threads (I'm following too many for my own good) that people are contacting certain individuals in office to express their frustration with the uncertainty surrounding outland application processing. I asked my boyfriend to contact his MP but he didn't want to because it's "weird." But maybe if people who are actually in Canada can contact people on our behalf to show how it affects them it would help, too. I know who can fly to Canada, I'm just saying that land closures for the US do not mean the airspace is closed as well. I also don't take telephone agent responses very seriously. They are at the lowest rank on the ladder and are only reliable for checking statuses.
