I have a same problem, we paid biometric fee on 21 feb, but still nothing.Did you receive confirmation that the receipt has been forwarded to the agent working on your application after you uploaded it?
You should have paid the fee at the beginning and included it with the checklist as the UK requires biometrics, this would have stopped the biometrics stage being delayed. I'd contact CIC to confirm they've received the receipt and ask them when the collection letter is scheduled to go out.
