I got my GCMS notes today early morning and when I looked at the last page it says following stuff which I am not able to comprehend really.

1/ It's just the system by which they verify applicant information, no big deal.
2/Based solely on what you posted here, and assuming there are no other notes, you've completed R10 Completeness Check on December 3rd 2018. Congrats! You've also been recommended to pass criminality, and that's the stage that will most probably show in progress for now.

Look at the first few pages to see that status of each stage. Criminality will probably be In Progress, while the rest shows Not Started.

It means your file is being reviewed because you answered "Yes" to one of the statutory questions.
Based on your info, it's surely due to your H1B rejection. They'll investigate with US authorities the reasons for refusal.
But don't worry, as long as it's not a reason that would render you inadmissible to Canada (Criminal activity, etc...), no need to worry.
It will however take some more time.

Criminality is likely to remain in progress for a long time, especially considering the new biometrics requirement, which allows them to go deeper in criminality and security.
Mine remained in progress passed the 5 months mark. Don't worry about it.
Also, don't forget that by the time you receive your GCMS notes, they are already outdated by one month.
They are indeed issued at the time of request, but only released to you 30 days later. So what you're seeing now isn't necessarily the real picture.
They may have already moved since.

This is what usually happens, R10 and criminality gets done fast and eligibility and security take longer.

But recently, a lot of applications are getting stuck at criminality. We are trying to figure out why.

Maybe they don't have enough agents to check eligibility, but then why January people are already getting PPR...

Nope. It's based on country of citizenship. Although right now, everybody is subject to it.
The only exception for now is if you're living inside Canada. But even then, they may request an applicant to leave Canada in order to give biometrics.
I have a theory that if you give FBI fingerprints, they might not ask for it since you need to send them fingerprints.

Yes, it used to be faster. Recently, it has become much slower for a lot of people and they are being transferred to shady offices like Calgary, Edmonton etc.

On immitracker there are 2 people waiting 3.5+ years.
 
I called today and a male agent responded.He said that nothing has started and my finalization date was pushed to 18 june(in my profile it is showed 9 May).when I called before I was told two times that criminality was passed and eligibility on going.:/
 
She is in Canada, no biometrics.
Even if she's in Canada, and from a country for which biometrics are required at the time of application, she may be asked to exit Canada to give biometrics.
Whichever it is, Criminality can remain "In Progress" for a long time.

Statuses can often change, from Not Started, to In Progress, to Passed, to Not Started, and Passed Again.
It happens when your file gets moved around from VO to VO. Nothing to be concerned about.
