Maybe.. just maybe your case is scrutinized a bit more because of recent history of Serbia? Or because they are checking criminality through your country's agencies. Whatever it could be, I am guessing it's related to your country of origin. It's all just a speculation.
Sorry to interrupt you guys, but eligibility has nothing to do with the nationality of the applicant. Nationality only might affect the criminality and security. But, as @kattarrina said, nothing has done on her file except R10.
One thing though is that Calgary and Vancouver are much smaller as compared to Ottawa and Sydney, and they do redistribution very often.
It seems that it is just your luck. No analyst opened your file to check your docs. They only checked the completeness R.10 and they verified that you uploaded everything!

First, Ottawa is one of their biggest and major offices, so it is pretty normal that the file does not need to move at all.
Second, if everything is alright with your application and they already set it to recommended pass, then why do you care who did that or which visa office did that. Take it easy my friend and don't stress yourself out for no reason. Hopefully ppr arrives before 6 months timeline :)

You could be right, but for a wrong reason :) I can only assume that of they ask for info from Serbia, they wont get a fast response as the gov there is known to be slow. On the other hand,
I have friends who got their appreciation approved in 2-3 months and they are from Serbia...
Wish someone just tell me why or ask for ADR of something isn't clear...

2- No matter criminality started or prolonged, her eligibility has not been assessed yet. These two are two complete separate stories. What they need to do in Calgary or Vancouver is to pick up your file and check your eligibility.

3- No criminality is different than security. They might put people in more advance security or the so-called SS for their origin (e.g. Middle East), but it starts after eligibility passes or (maybe recommended pass at least), which is not the case for you. Criminality looks more into criminal records, but security is the one that considers other aspects such as region. Plus, you think Serbia is slow, there are many countries in the world that don't have any diplomatic relationship with Canada at all, yet their application gets done normally.

4- your friends were just lucky that their files were picked early.

5- If there was anything wrong, you would be able to see in the notes section of your GCMS notes. They usually make clear statement of what the problem is (e.g POF). If there is nothing like that, then there is no problem at all to worry about.

Hi thanks so much for you answer.
Officially criminality is in progress.
No clear indication why or comment that RR. It's been like that since Nov 30, and Dec 6th applications was transferred to Vancouver, then Dec 14th to Calgary.
No notes from analyst. RCMP and Info share- NRT.
It does look like no one really looked at it after R10, or there is something going on in the background that's not in the notes.
Anyhow, I will order new notes next week (March 4th - 4 months mark), and l'll keep calling.
Its discouraging to see that everyone in Calgary VO is well above 6 months since AOR.
