This is so frustrating that the only option to get the status to date is to contact the call center and hope that an agent will be nice.I did call them on Friday and the agent was pretty rude. Said he sees what I see too and nothing has started yet. My application looks good and I'm still under 6 months processing time.
Well, just found from Dec thread, a couple of FSW-O Single Indian Residents got PPR from Ottawa VO lol.
I guess. my file is probably handled by some lazy and incompetent officer. I can't do anything other than wait!! So let's see what happens!!
And where their quality control when some agent behave that we owe them. Stupid.
But rudeness can be repelled by persistent, just call them when you want and don’t listen to them. Anyway, they can’t do anything negative with your application.

3rd phone call - 20th March - Eligibility in progress / nothing flagged for review.
4th Phone call - 11th April 2019 - Nothing started / nothing flagged for review.

2nd GCMS received on 15th April - Nothing started / nothing flagged for review.
Ghost update / IP2 - (No email - profile shows application updated) - 15th April 2019 (Canada time) / 16th Apr 2019 (India time)
5th Phone call - 16th April 2019 - Everything completed / met / passed including security. Agent mentioned I should get an email from CIC very soon.

However, I need to send emails to pretoria-im-enquiry@international.gc.ca to report any thing that I should.
From this detailed sequence of events following things can be easily inferred:
A) Keep on calling and asking if anything is flagged for review or not so that you may take timely action if something crops up.
B) They will process the application somewhere between 160-170th Day from date of AOR - meaning when your profile will show around 20 days left.
C) If you have submitted all the required documents and No ADR has been requested thus far, perhaps they will complete the process in just a week's time.
D) Calling IRCC or ordering GCMS won't make any difference but I'd say please do so if that makes you feel more informed than you are by just looking at your online profile. I did it for the very same reason.
E) Paying RPRF upfront does help in expediting the process but I guess only by a week or 3-4 days.
F) Single applicant/ dependents / NOC / CRS score are not really deciding factor in when your file will be picked up.
** From my experience of calling IRCC so many times, one thing that I would like to mention is that be polite during your conversation. This is how my conversation usually proceeds: "Hi / Good Morning/ Good Day, How are you / How is your day going / How's it? etc.. look <Agent Name>, I had a quick look at my online profile and looks like nothing has progressed since my MEP. I am sure this can't be the case and some activities must be happening in the background. Thus, would you be able to pull put my application and see if there are any updates that I am not able to see. <Answer all case specific questions - filed is pulled out>. So, how is my Eligibility, criminality, security looking? anything flagged for review? Thanks a lot for that information. I really appreciated. Enjoy the rest of your day / have a splendid evening / have a blast during the weekend / bye bye"

This is actually the first rude agent I spoke to. The previous 3 were very nice. Guess it's just luck what kind of agent you get at the end of the day
It's a positive sign for me when I see so many Nov 2 folks getting updates and PPR, I'm sure my time will come soon. Let's see what happens

I am with AOR NOV 1st 2018.... MEP passed 1st DEC 2018. Eligibility under review. Bg not started yet. ........ very frustrated now......

I need some help for the following thing: I believe Pretoria high commission Canada is my port of stamping as my PPR email mentions pretoria and I should send my passport via vfs. However, I will have to request them to change it to India New Delhi High Commission Canada as I recently moved back to India for next 90 days for a small project work. Can someone please guide me in this regard as I really don't want to travel back to SA just to get the stamping done. Phewww..It would be a shame if I have to incur a huge travel cost only to get the passport stamped.

It's crazy isn't it how some cases with same AOR and same VO get PPR and the rest have no movement.
Atleast this theory is true that a lazy and incompetent officer is handling some of these cases.
