This is what I received today. Earlier my office was CIO Sydney. Now its Montreal, which is surely the slowest of all. Any idea what the transfer means? Workload, or is it specifically for Review Required applications, or have they completed eligibility, so they transferred it? I have already ordered notes. Will have them in 3 weeks.

I got my GCMS notes. Ordered them on Monday, got yesterday. Generation date is March 13th, 2019.

The agent was correct - eligibility and security have not started, criminality is in progress. Last work on my file was done on January 24th, 2019 when they transferred it to Montreal because of the workload distribution.

124 days since AOR for me. I hoped that I would at least got to know about my eligibility.

You should try to make up your mind that your application will not be processed within 6 months :) That way it won't be too stressful

for return mail, did you include a return label or an airway bill ?
In my case Fedex just gave me a return envelope and a airway bill(with my address as a recipient on it and fedex account written on it) which I included in the mail , they didn’t generate any return label. They said FedEx in Canada will scan this airway bill and will create the label based on that.

Yes - I did include a return label, an envelope and a commercial invoice - this might mostly be needed for docs sent across borders for releasing of packages. That's the procedure I adopted. In case there are issues, I believe CIC reaches out to us. When I sent my docs I attached my outgoing invoice as well and the package reached without any issues.

Yes my package has been delivered without any issues, I'm bit concerned about return though.
International Air Waybill I filled had a section for 'Value for Customs' where i entered $5. No separate commercial invoice was included. I don't really know how it works.

Don't worry. If there is an issue with the return, the CIC Ottawa will reach out to you.
They took 7 days to approve my application after they received my passport.

Check out this link. This is just for reference since you are already done with this step.
